How to develop tourism without affecting the heritage, how to have active coordination from the people is the problem posed in the management of world heritage sites.
On October 2, at the hall of Bai Dinh Hotel (Gia Sinh commune, Gia Vien district, Ninh Binh province), Ninh Binh Department of Tourism coordinated with The United Nations Educational, Scientific and Cultural Organization (UNESCO) organizes a workshop on the management, conservation and promotion of World Heritage values in Vietnam.
The workshop was attended by experts, scientists of the World Heritage Center, the World Conservation Union, the Council of Monuments and International Monuments and experts of the Department of Cultural Heritage (Ministry of Culture, Sports and Tourism), UNESCO Office in Hanoi, National Cultural Heritage Council, Archeology Institute, Institute of Geosciences and Mineral Resources, Monuments Conservation Centers of some provinces and cities have world heritage sites.
The delegates spent a lot of time focusing on clarifying the values and attributes that create global outstanding values of the world heritage sites in Vietnam; sharing experiences of protecting, preserving and promoting the values of heritage from many countries of the region and the world.
At the workshop, 6 presentations of international experts, managers of world heritage sites in Vietnam and 6 direct comments shared practical experiences in managing and conserving heritage in the world.
In particular, the delegates promoted the coordination of member states with the UNESCO; conduct periodic inspections, send evaluation reports on environmental conservation activities; human resource management; promote research in different periods of heritage, from which appropriate adjustments are made to meet the requirements of the UNESCO.
"We see that many of the world's heritage sites are experiencing growing tourist arrivals, in fact, this problem is not negative, because visitors will bring many benefits to the local community, making significant contributions to socio-economic development, job creation, and improvement of the surrounding natural environment. But tourism development must ensure sustainability and balance between development and conservation.” said Now Yahashi, a heritage management specialist at UNESCO World Heritage Center.
"We have to quantify the capacity to welcome visitors set up by the World Union for Conservation of Nature; accurate analysis of the responsiveness of the heritage is needed; identification of acceptable changes, provide a warning index, thereby determining the goal of heritage management scientifically," she added.
Many experts also recommend that in the heritage management process, the core and buffer zone should be respected, making people understand what to do and what not to do when living in the heritage according to the provisions and instructions of the UNESCO; comply with the delimitation of heritage boundaries to ensure the integrity and authenticity of the heritage.
But how to develop tourism without affecting the heritage, how to have active coordination from the people is the problem posed in the management of world heritage sites.
Taking examples from some tourist destinations in Australia, Mr. Brian Dextor, an international expert of the World Conservation Union, said that it is necessary to find out what tourists' expectations are when visiting the heritage. , from which there is a plan to diversify suitable tourism products. Through the analysis, the study can see that tourists always want to learn about the heritage value, not just visiting the heritage, so there must be more forms of tourism, there are forms of propaganda and advertising about the heritage as well as the real-life experiences of the local people, learn about the nature and life of the creatures in that area. Diversifying specialized products is a way to attract tourists and reduce negative impacts on heritage.
Many also argue that in the process of heritage conservation, it is not without new values such as infrastructure construction, adding value to the heritage, but all changes must comply with the principle based on the scientific research, archeological research.
According to the Organizing Committee, the world heritage management experiences shared by experts and delegates at the workshop are very useful in managing, preserving and promoting the value of world heritage sites in Vietnam in the future.
